When u go to court clear up your situation to the judge, it may make a difference in some way with either a lesser fine or none at all with just a warning.

A lidar gun is nearly the same to a radar gun. One needs to point at a moving object with it, and it will tell you it's speed. Your pretty much screwed.

That's a profit question. I would probably say no since it was another country. But in the usa if you get a ticket in arizona and live in maine and not pay it then they will suspend your drivers...
